Are affiliate ad networks really effective?

I'm really new to this industry. I will advertise on an affiliate network I found here so I want to attract new users to my site. This network says that I will get approximately 100 thousand clicks with the fee I set. Are such results really achieved? Someone has tried it before, I would like your information and experiences.
